बचपन, इंसान की जिंदगी का सबसे हसीन पल, न किसी बात की चिंता और न ही कोई जिम्मेदारी। बस हर समय अपनी मस्तियों में खोए रहना, खेलना-कूदना और पढ़ना। लेकिन सभी का बचपन ऐसा हो यह जरूरी नहीं। बाल मजदूरी की समस्या से आप अच्छी तरह वाकिफ होंगे। कोई भी ऐसा बच्चा जिसकी उम्र 14 वर्ष से कम हो और वह जीविका के लिए काम करे बाल मजदूर कहलाता है। गरीबी, लाचारी और माता-पिता की प्रताड़ना के चलते ये बच्चे बाल मजदूरी के इस दलदल में धंसते चले जाते हैं। आज दुनिया भर में 215 मिलियन ऐसे बच्चे हैं जिनकी उम्र 14 वर्ष से कम है। और इन बच्चों का समय स्कूल में कॉपी-किताबों और दोस्तों के बीच नहीं बल्कि होटलों, घरों, उद्योगों में बर्तनों, झाड़ू-पोंछे और औजारों के बीच बीतता है। भारत में यह स्थिति बहुत ही भयावह हो चली है। दुनिया में सबसे ज्यादा बाल मजदूर भारत में ही हैं। 1991 की जनगणना के हिसाब से बाल मजदूरों का आंकड़ा 11.3 मिलियन था। 2001 में यह आंकड़ा बढ़कर 12.7 मिलियन पहुंच गया है।
अधिकतर देखने में आया है कि इन बच्चों के पास आश्रय भी है। माता पिता के होते हुई भी निर्धनता इन्हें यह कार्य करने को मजबूर करती है। सरकार चाहती है कि इन बच्चों को काम ना करने दिया जाए। अच्छी समाजसेवी संस्थाएं यह कर सकती हैं कि इनके माता पिता को सबल बना कर बच्चों को बाल श्रम से मुक्त किया जाए पर दिक्कत यही कि उन अच्छी समाजसेवी संस्थाओं के पास धन का आभाव और सरकार द्वारा इस बारे में project नहीं, जो project चल भी रहे उस फंड को गंदी समाजसेवी संस्थाएं अफसरों से मिलीभक्त कर डकार जाती हैं। हाँ जरूरत कि अच्छी समाजसेवी संस्थाए खुद को इतनी सबल कर लें कि सरकार का मुंह न ताकना पड़े। मेरा सुझाव है कि समाजसेवी संस्था के सदस्यों की संख्या लाखों में हो यदि हर सदस्य केवल 10-20 रूपये महीना भी सदसयता शुल्क देवें तो कई कार्य सम्भव। संस्थाओं को ऐसे कार्य करने चाहिएं जिससे वह खुद धन अर्जित भी कर पाएं। इसके इलावा सबल व्यक्ति अच्छी संस्थाओं की मदद में सामने आएं। परिवर्तन योगेश की मुहीम में आप भी साथी बनिए।

Good social organizations can do this by empowering their parents and freeing them from child labor, but the problem is that those good NGOs lack money and the government does not do the project, even if the project is going on That fund gets mobbed by filthy philanthropic organizations. Yes, it is necessary that good social organizations should strengthen themselves so that the government does not have to stare. I suggest that the number of members of the NGO should be in lakhs, if every member only pays membership fee of 10-20 rupees per month, then many work is possible. Institutions should do such tasks that they can also earn money themselves. Apart from this, strong people come forward in the help of good organizations.
